Concerns with Bylaws

David Rolston suggested addition of statement that we do not take money from corporations. Phil suggested that this is properly in a "fiscal policy" and not the bylaws. There is an ILGP policy proposal that we may be able to approve ourselves which does this. David recognized Phil's suggestion as addressing the concern.

David Rolston had a concern tht Article 8 should have provision for a secret ballot provision for filling vacancies to assure nominating is done with secrecy and review by locals. Phil pointed out that secrecy of ballots was an unsettled question within the party and that adding this was non-trivial. Others noted that the Article in question only applied to candidates being endorsed by the Locals Council, and not locals.

Lionel Trepanier, was concerned that Article 5-d defined the role of secretary to tabulate votes outside of meeting. He asked How this could comply with the definition of consensus at the decision making process. He suggested that the last three lines be removed. This edit was made to the document prior to its acceptance.

Rob Sherman was concerned that the bylaws Article 3 should preclude the use of tax-payer funded meeting areas.

Rob Sherman and Nadine Bopp were concerned that the bylaws required written notification of membership meetings, which would preclude the use of email. It was pointed out that email was used for notification, but not everyone has email.

Rob Sherman was concerned that Article 5-b defined Instant Runoff Voting as the mechanism for officers. He opposed IRV.

Sharon Cody was concerned that officers be ACTIVELY involved in the locals activities and that the bylaws should specify this. Ginni added that we should define ACTIVELY. It was pointd out by Phil that if members felt this was important, theyc ould use this as criteria for their own vote.

Bylaws Approved by vote

Consensus could not be reached, so a vote was taken on the accepted the bylaws document as written, with the following changes:

  • Remove last three words from Article 5-D.
  • Correct numbering mistakes

The vote passed with 1 NO vote.

Proposal to form Ad-Hob Bylaws Committee

Christian suggested that we move to approve the bylaws as they stand now and an ad-hoc Bylaws Committee by established immediately and the concerns passed to them so they could begin working on an improved bylaws document.

  • April 5th -- Central Committee meeting for slating county candidates
